The Maxwell School has hosted thousands of senior government officials in our executive education, Executive Masters of Public Administration, and Advanced Certificate programs. Examples of programs developed specifically for the government of India can be found below.
PUBLIC POLICY ANALYSIS PROGRAM (IAS officers)
The Public Policy Analysis program is a two-month program for IAS officers following 15 years of service. With a focus on enhancing policy formation skills and thinking, trainings are held at the Lal Bahadur Shastri National Academy of Administration (LBSNAA). Maxwell, in partnership with the Indian Institute of Management Bangalore, designed this program for the Government of India and delivered the program for three years.
POST GRADUATE PROGRAM IN PUBLIC POLICY MANAGEMENT (PGPPM)
The Post Graduate Programme in Public Policy Management (PGPPM) was the first of its kind designed to equip mid-career civil servants to better formulate public policy and strategically manage public systems. PGPPM was established in 2002 with initial support from the Department of Personnel and Training, GOI and UNDP. The initial cohorts attended a two-year program that was directed by the Centre for Public Policy (CPP) and supported internationally by the Maxwell School. Officials representing a cross-section of government, NGOs, and the private sector now attend this one-year program before receiving their post-graduate diploma.
INDIAN POSTAL SERVICE (IPoS)
Maxwell partners with the Indian Institute of Management Bangalore (IIMB) to deliver mid-career training for senior IPoS officers. This program is coordinate through the Rafi Ahmed Kidwai National Postal Academy. The Indian Postal Service is currently undergoing significant reform efforts and this program focuses on strategic management reform efforts tied to improving financial sustainability and managing innovation in government.
ENVIRONMENTAL POLICY PROGRAM (IFS)
The Environmental Policy Program for senior Indian Forest Service officers was co-developed by the Maxwell School and the Indian Institute of Management, Bangalore (IIMB). Hosted in Bangalore, Canada, the U.S., and Dehradun, this four-week program is designed to assist IFS officials develop alternative solutions for complex problems, and is supported by the University of British Columbia and SUNY College of Environmental Science and Forestry.

TAX POLICY PROGRAM (IRS IT COMMISSIONERS)
The Tax Policy Program for Indian Revenue Service Income Tax Commissioners represents another partnership with the Maxwell School and the Indian Institute of Management, Bangalore (IIMB). Designed for leaders currently managing the nation’s ambitious tax reform projects, this popular program has already been renewed for several additional iterations over the next few years.
EXECUTIVE TAX POLICY PROGRAM (IRS C&CE CHIEF COMMISSIONERS)
The Maxwell School facilitates two Executive Education Programs for the Customs & Central Excise Dept of the Indian Revenue Service. The four-week Executive Tax Policy Program is designed specifically for Commissioners of Customs & Central Excise, and was co-developed with the Indian School of Business (ISB) and the National Academy of Customs, Excise & Narcotics (NACEN). The program begins at ISB, and concludes with two weeks of education in the U.S. and Canada.
For Probationers of the IRS C&CE, the National Academy of Customs, Excise & Narcotics (NACEN) has collaborated with the Maxwell School to develop four consecutive education modules to impart years of best practices research in anintensive four-week study program.
